Email from Designing Hong Kong Harbour District notes that in budget speech, financial secretary Henry Tang wondered where money will come from for open space, parks, piazzas and culture and heritage sites.

Yet, also said HK$29 billion per year to be spent on other infrastructure – bridges and highways and so forth.

No mention of whether extra health spending allocated, for treating people suffering from pollution, stress levels etc thanks to the additional highways. Nor, perhaps, whether health spending could decrease a little as a result of parks that can help clean air, help people unwind.
